Why does the actual speed differ from the speed shown on your cars speedometer?
Answer:

The German traffic regulations (StVZO) states that the actual speed may not lie below the really driven ones. The actual speed may exceed real driven speed, however, only by max. 10% + 4 km/h above (§57 paragraph 2 StVZO, 75 / 443 / European Economic Community, ECE-R39). The speedometer may never register less then allowed speed limits.

The actual speed in the navigation software is based on taking in consideration the change from places, the distance between them and the  real estimated driven time required.
