Why does the actual speed differ from the speed shown on your cars speedometer?
Answer:

The German traffic regulations (StVZO) states that the actual speed may not lie below the really driven ones. The actual speed may exceed real driven speed, however, only by max. 10% + 4 km/h above (§57 paragraph 2 StVZO, 75 / 443 / European Economic Community, ECE-R39). The speedometer may never register less then allowed speed limits.

The navigation software shows you the actual driving speed, based on the change of location, the resulting distance and elapsed time.
